Executive StaffScott D. Bowling, President & CEOScott has over 20 years of experience working with people with special needs, including both direct services experience and over 16 years in progressively responsible management positions for programs serving people with developmental disabilities. Scott worked for 10 years at New Horizons, a large non-profit agency serving adults with developmental disabilities, where he last served as Associate Director before coming to ECF. Scott joined ECF in May 1999 as the President & CEO. In this capacity, he manages a complex non-profit agency for 1,650 children and adults with developmental disabilities and oversees all aspects of agency operations including finance, programs, administration, development, facilities, and human resources. During his tenure with ECF, Scott’s career highlights include: implementing a long-term strategic planning approach to management; achieving 92% of the strategic goals and objectives for the two completed three-year strategic plans; significantly expanding ECF’s most progressive program services; computerizing ECF including implementing an agency-wide network and an ECF website; relocating ECF’s headquarters to a beautifully remodeled section in ECF’s Culver City facility; and substantially increasing agency enrollment and Regional Center revenues, as well as community financial support from grants, special events, donations, and the Board. Scott’s education includes a Doctorate in Psychology from Ryokan College, a Master of Arts in Psychology from Pepperdine University, and a Bachelor of Science in Psychology from Virginia Commonwealth University. On ECF’s behalf, Scott has been an active member of the California Rehabilitation Association since 1999, the Culver City Chamber of Commerce since 1999, the Los Angeles 5 Rotary Club since 2003, and Vistage, the world’s largest CEO membership organization, since 2006. Karen K. Kato, Vice President of Administrative OperationsKaren has nearly 26 years of administrative and human resources experience, gained through a variety of progressively responsible positions with ECF since 1981. Over her many years with the agency, she has served in a variety of positions including personnel assistant, assistant personnel director, support services manager, assistant to the executive director, and director of personnel and administrative services. She served as the Director of Administrative Operations from 1998 to 2006 when she was promoted to Vice President of Administrative Operations. Karen’s duties in these two most recent positions include overseeing general administrative operations including human resources, facilities management, information technology, health and safety, risk management, and HIPPA compliance. Karen is an extremely dedicated and loyal employee who has a valuable personal working knowledge of over two decades of ECF’s most recent history. Karen’s education includes a Bachelor of Arts in Business Administration from Whittier College. Emily Lloyd, Vice President of ProgramsEmily is a Licensed Clinical Social Worker with over 34 years of experience in the social service field. After receiving her Masters degree in Social Work from USC, Emily began her professional career as a clinician working with adults with psychiatric disorders. Over time, Emily moved from direct services to supervisorial and management positions in a variety of non-profit agencies. She specialized in managing programs serving two target populations: adults with developmental special needs and families with children birth through five years of age. Emily was the founding Director of Westside Opportunity Workshop; Director of Home-SAFE Child Care, Executive Director of Family Service of Los Angeles, CEO of El Nido Family Centers and Area Manager at Regional Center of Orange County. Emily joined ECF in April 2007 as the agency’s Vice President for Programs. She brings a wealth of experience in program development, fiscal management, staff training, grant writing and program evaluation. She works closely with ECF Program Directors to provide a range of innovative, high-quality programs to children and adults with developmental special needs. Sonhui Robilotta, Vice President of FinanceSunny is a certified public accountant with over 12 years of progressively responsible work experience in the accounting field including prior experience in both the non-profit and for-profit sectors in positions such as accounting manager, senior staff accountant, and auditor. Sunny is proficient in a wide variety of financial and accounting software. Her most recent position before ECF was as Controller for the Beach Cities Health District. Sunny joined ECF in December 2004 as the Controller and now serves as the Vice President of Finance. Her duties include management of all aspects of ECF’s accounting activities for a $12 million operational budget and supervision of the accounting department staff. Sunny has been instrumental at ECF in analyzing and improving accounting systems, analyzing program budgets to help cut operational expenses to eliminate deficits, and training program managers to improve their budget oversight and management skills. Sunny’s education includes a Bachelor’s degree with a double major in Accounting and Business Administration (an accelerated five-year degree program which she completed successfully in just three years), and her certified public accountant status is active in the State of California.
